Alcohol sold on promotion increases sales and consumption.
Section 237 of the Sale and Supply of Alcohol Act 2012 makes it an offence for anyone (carrying on a business) to promote alcohol in a way that encourages excessive consumption, including the promotion of discounts of 25% or more.
